With a 202% premium, the Government of São Paulo, secures R$980 million in concession of CPTM Train lines 8 and 9

B3 auction winning bid is three times the minimum; Vistoobilidade consortium will invest R$3.2 billion in the metropolitan rail network_
The Governor of São Paulo, João Doria on Tuesday (20), participated in the auction of concession of the CPTM Train 8-Diamond to and 9-Esmerald lines for the private sector for a period of 30 years at the headquarters of B3 – the official stock exchange of Brazil . The Consortium Vistoobilidade Lines 8 and 9, formed by Grupo CCR and Ruas Investimento e Participações S / A, beat three other competitors with an offer of R$980 million for the fixed grant, which represents a premium of 202% over the minimum amount stipulated by State.
“It is the fourth time that I have come to B3 as the Governor of São Paulo, the largest stock exchange in Latin America and one of the five largest in the world. It is a joy and an honor that a liberal government comes here again to make a public concession for the private. Our government is a liberal government that believes in the private sector,” said Doria. “And São Paulo has many opportunities ahead. Now in July, we will have 22 regional airports to be awarded to the private sector. We are the government entity that most often came to the stock exchange to do auctions,” he added.
The new concessionaire will be responsible for the operation, conservation, maintenance, modernization of the existing facilities, construction of new stations and acquisition of new trains on both lines, providing performance and quality improvements to the services provided.

This year we will have even more mobility auctions: crossings, airports and highways, with more opportunities. Today’s auction shows investor confidence in our state, which it has legal stability and consolidated regulatory systems with well-structured projects “, declared Vice-Governor Rodrigo Garcia, who is also Secretary of Government.
Together, CPTM’s 8-Diamond and 9-Emerald lines transport more than 1 million people daily, according to the demand prior to the pandemic. Under the contract, the concessionaire will have to invest R$3.2 billion to renovate 30 stations, expand six others – Pinheiros, Antônio João, General Miguel Costa, Osasco, Jardim Silveira and Imperatriz Leopoldina – and build a new terminal.
Metropolitan Transport Secretary Alexandre Baldy pointed out that the investment of R$3.2 billion in the new concession is another step towards elevating “CPTM to an increasingly qualified transport condition, what the Governor called the Metrô standard, with shorter intervals, increasingly new stations and accessibility. ”
The concession also provides for the modernization and implantation of new telecommunication systems, re-potentialization of the energy system and adjustments to the permanent way systems. The list of obligations also includes the acquisition of 34 new trains, the renovation of the Presidente Altino yard and investments to transfer CPTM maintenance activities to a new space.
To operate the two lines, the concessionaire will need to implement its own Operational Control Center (CCO), since the two lines are currently controlled by the CPTM CCO in Brás.
The transfer of operation and maintenance of the lines to the private sector will have an important impact on the financial management of CPTM, allowing the prioritization of public resources on the other metropolitan train lines.
It remains the responsibility of the State Government to complete the 4.5 km extension of the 9-Esmerald line, with two new stations – Mendes-Vila Natal and Varginha. In addition, the government will also deliver the adjustments to the Morumbi stations (integration with the future Morumbi Station on line 17-Ouro), Santo Amaro (integration with line 5-Lilac) and Carapicuíba (connection with Boulevard da Prefeitura).
Currently, the 8-Diamond line serves six municipalities, 41 km long and 22 stations. Line 9-Esmerald, on the other hand, serves two municipalities over 31.8 km in length and 18 stations, three of which are under construction.
The Metropolitan Transportation Secretariat handles daily (in normal times) the transportation of around 10 million passengers using the buses managed by EMTU, in addition to the Metro, CPTM trains and lines 4-Yellow and 5-Lilac, granted to private initiative.
The Campos do Jordão Railway, in the countryside of the State, is also the responsibility of STM, as well as the Capivari Park, also in Campos do Jordão and granted to the private sector.
